Directs the activities of the Office of Excise Tax Administration with responsibility for the administration of excise taxes collected by the Arkansas Department of Finance and Administration through the operations and work activities of the Sales and Use Tax Section, the Motor Fuel Tax Section, the Miscellaneous Tax Section and the Tax Credits/Special Refunds Section. Monitors and evaluates the operations, work performance and functional activities of the Sales and Use Tax Section, the Motor Fuel Tax Section, the Miscellaneous Tax Section and the Tax Credits/Special Refunds Section and the section’s management personnel. Determines goals and performance objectives for each excise tax section and the section’s management personnel; assigns administrative functions among management and personnel and staff; approves the development and revision to existing procedures and processes and directs the implementation of services and programs necessary for the effective and efficient operation of the section’s area of responsibility. Reviews and analyzes proposed legislation, determines fiscal and operational impact from proposals; prepare special reports and analysis for proposed legislation as needed; provide testimony at legislative committees. Assists the Assistant Commissioner of Revenue and Revenue Legal Counsel in technical issues related to tax law interpretation; provide tax assistance and interpretation to taxpayers and to members of the Arkansas legislature; authorizes issuance of tax clearance statements to taxpayers and authorized parties disclosing tax payment status for the referenced taxpayer. Performs other duties as assigned.

Knowledge of management methods and procedures. Knowledge of accounting, budget, personnel and computer systems. Ability to communicate and make presentations, both verbal and written. Ability to resolve problems and conflicts. Ability to interpret Arkansas Code provisions and Rules. Ability to supervise a subordinate professional and administrative support staff.

The formal education equivalent of a bachelor’s degree in accounting, business administration, public administration, finance or a related field; plus nine years of progressively more responsible experience in tax program operations or a related field, including five years in a managerial capacity.

Special Job Requirements:

Supervises a small professional staff by interviewing and hiring, training, disciplining, assigning and reviewing work, and evaluating the performance of incumbents. Develops state econometric models to project state revenue and employment figures by incorporating statewide financial employment information into complex econometric formulas. Prepares state revenue forecasts based on the information generated by the state econometric models and approves adjustments to the models as needed, edits and publishes findings in a monthly financial journal, and provides commentary and economic expertise to press contacts related to the monthly revenue reports and the official revenue forecast. Provides or presents tax research information to state agencies, elected and public officials, and the Legislative Council Tax Research Office. Provides expertise to the Governor’s Office in tax analysis and the economic outlook, advises the Governor and senior staff in an economic advisory capacity. Responds to inquiries from the press, state officials, and the general public verbally and in a written format. Develops and approves research studies and analyses of existing and proposed tax laws affecting revenue generation, analyzes results, and determines revisions in revenue forecasts based on variances in fiscal data. Oversees the preparation of monthly, annual, and biennial reports regarding economic conditions and state revenue forecasts and assesses need for revisions in existing state tax laws. Represents the DFA Director on various boards and commissions. Performs other duties as assigned.

Ability to establish and maintain effective working relationships with others.
